I would guess that he is the real deal -- his mark is that of Rhalgr, the destroyer. Suggests a fondness for breaking things, like your old relic.

I am really excited to see how we go about earning these new weapons and armors. I wonder if Leviathan (Hard and X) have anything to do with them.

We already know the Bard set does not match up with the concept art for Bard AF2, and thus can assume the other sets will not either.
I think he deals with Relics; and Artifact and Relic sets are two different things.

I was excited for that Bard AF2 but the new one has this middle eastern feel to it I really like that!
It's kinda exotic since no nother gear resembles it theme wise, hahaha now I can go shoot "allaaaahhh" in dungeons (just a joke).

This. I think after reading it that the weapons we have been using were forgeries and now we have to get ilvl 90 relics and upgrade them to 100. I hope so and introduce new fights for the relic reborn quest.
