Target is Not in Range madness!!!

Ok I loaded all 10 that I took trying to show what is happening. And yes certain text on screen shows that I'm well within range (standing next to the mob) and still completely unable to cast.

I moved around the entrance to the zone a bit and "could" successfully cast on a sprite while standing next to it, but the majority of the game is unplayable...I'll take another screen shot of my connection information and post that as well.

Ok, I've added 17 more pictures and figured out how to take in game screen shots, so I added in game shots of it not working and then actually working while I stood next to the mob. Also added 2 pictures of my ISP data from Ookla to different servers. Please let me know if you think I should post more data. I do want this solved.

Thank you for your interest...I finished uploading pictures of various things and you should see 25 pictures of things ranging from things I could hit...things I couldn't hit (99% of the time)...the state of my ISP connection...the state of my computer and the gear I have...the ratings of my OS. Please let me know if you need more.
