You do realize that we already have something pretty much exactly what your asking for in the game already. It's called Treasure Maps. You get the map you go to the location and magically special mobs appear just for that you beat them and get special items. Granted they may not be on some big grand scale right now but it's still the same thing.
Yea, but, you can buy these maps from the MB for a few thousand gil. I can see where they can make these more special as it progresses and that would be sweet.

Some one mentioned Leves as a way to start this as well. That sparked my interest. They already have 'wanted' Monsters in a select Leves. If they made new Leves with a 5% chance of NM spawn and then the rewards would be given through the Levemates upon defeating the Duty. I think this was in 1.0 ?? Or something similar.

It would not have to be that way...
Pop items could as well be a somewhat rare drop from treasure hunts, levequest coffers, or even a rare coffer at the end of a dungeon (like the housing item that drops in CT).
That would not provoke "claim wars", make maps more valuable, and maybe get people to run dungeons even after they caped tomes...
