Actually that is not entirely true. In some hispanic countries Pinga is used as an simple term to adress manhood think it in vein like weewee n the like, its really not that vulgar as you are pointing it out to be. In some countries like Mexico , Pingo/Pingas is use as to say little rascals. there is even a show called Entre pingos y pingas. Pinga is also used in some hispanic places to refer to as a part of a toy. So no its not used as you think it would be by all spanish speakers. Its meaning does change depending on the location. Also the word as stated by a few has other meanings in different languages. So no i dont think SE went on naming this tool as reference to something Vulgar.

Also there are way worst ways to call your manhood something extremely vulgar in spanish. Pinga is more a reference in some places may use to teach their children what their manhood is.
