    All end game boss abilities can not miss or be dodged, so blind basically has no effect anyway. The gain you make from DPS is from the global cooldown. When you use RUIN II it allows you to cast fester, spur, rouse, sc, etc without losing seconds off your global cooldown thanks to animation lock. It is a DPS increase overall... A substantial one at that.
