You are "better then everyone else" because you are paying to replay content with lockouts to get gear much faster than everyone else. You got an advantage over other players because you chose to pay your way to it and that puts you above them. It is P2W and that should not be in a P2P game. You want p2w? go play an f2p mmo.
Yes, it does make it p2w. What you're saying is, if they made a gill boost that gave you 1million gill per monster you kill, it isn't p2w because people will eventually get more gill. It doesn't work like that. Since you can get the gear much faster than anyone else by paying to avoid lockouts, its almost the same as using money to buy the best gear and other games have real money auction houses that does just that and it is considered p2w. You are paying to obtain an advantage over other players.
You are paying to be ahead of everybody else. What isn't there to understand? For example, if this idea was implemented when 2.2 is released, the people paying for it would be using it to get i110 at release while everyone with the cap has to wait.

This is something that is done in F2P games. You pay money for more dungeon runs or extra lockouts. Since this is a pay to play game they shouldn't do this.
I don't know about you guys but I'm tired of the lockouts. I understand why they are in place, So SE can make more money off of us. Other people seem to be worried about how other players spend their time on the game. "If there was no lockout people would be max ilvl in a week and quit". Who cares how fast other players finish content? Why because they will come on the Forums and complain they ran out of stuff to do? We'll eventually more people are going to complain that they don't have enough to do because of the lockouts.
I mean seriously how long are people going to put up with these ridiculous lockouts? After 2.2 more people are going to realize that they could just resub every 6 months. Sucks to do content week after week and not get a damn thing. Maybe if gear drops were different then lockouts wouldn't be so bad.
The whole point to a p2p game is that you pay a monthly sub and have the ENTIRE game available to you, the same as every other player. With a little work, everything in the game is obtainable by the player without paying any more money than what the monthly sub costs. I suppose this excludes... WoW is the only thing I can think of, with the Blizzard shop where you can spend ridiculous amounts of money to get non-combat pets and mounts. But odds are, if you were paying for those, you were either rich, or you lost your sanity a long time ago.
On the other hand, the entire point of a f2p game is to let you play the game for free, usually with some (a lot) of restrictions; you pay for what restrictions you want lifted (or what services you want available to you). You want to teleport to cities from anywhere? Better pay up. Vanity items? Better pay up. Mounts? Cash up front. Pets? See mounts. EXP and loot boosters? Just need your credit card info... Extra loot rolls? Please see the cash shop. I'm sure you get the point.
All of us here (I assume) enjoy P2P titles because we don't have to deal with any cash shop b******t like this. Anyone who plays the game has access to EVERYTHING. (with the exception, as always, being Blizzard) And even then, there's absolutely nothing in blizzard's shop that is in any way, shape, or form game-breaking. I'm actually quite certain people put those cash/trading card pets and mounts up on the auction house. So, in a way, even THAT was available to those who just played the game, if they worked hard enough.
tl;dr, No. Go back to your f2p games.
How is that not pay to win? so if you pay more you you never have to wait to do runs or get new gear? why not ask SE to just give you everything?
