Yeah, E-Sumi Yan is a padjal - they're actually not a race specifically, but just hyur who have been 'touched' by the elementals when children, sealing them in childhood physically while causing their ears to go pointy and horns to grow from their heads, while also granting them exceptional skill in magic (Conjury) and divination. They're basically the elementals' emissaries and as such, play important parts in Gridania's government (Gridania's head of state, the Elder Seedseer Kan-E-Senna is a padjal too fittingly).

As an npc in version 1.0 summed it up quite nicely:

"In Gridania, there live a chosen few who are blessed by the forest. They are known as the Padjal."
"The touch of the elementals causes horns to sprout from their heads. They are an ageless kind, fluent in the tongue of the forest. It is the stuff of faerie tales, no?"

Actually that's a sprite, elementals (as far as we've seen) are a lot less common after the calamity than they were before.
