Which server markers are selling the event minions?

I'm looking for the Wind-Up Shantotto and Wind up brickman minions. I missed the respective events and I'm not sure if they are gonna get repeated later in the year and Im wondering if anyone is selling them.

Since they were promotional event rewards and not yearly repeat events most likely you are out of luck getting these items.

I believe they stated somewhere that these events were done and not going to be repeated.

Yes, the FFXI and DQ events were connected to specific anniversaries of those respective games (FFXI's eleventh anniversary and Dragon Quest X's first anniversary respectively). So it's highly unlikely that they'll be brought back I'm sorry to say.
