CT can be bypassed, along with WP and AK. Why? Because you can go into Turns 1-4 and die until you get the echo buff strong enough to farm the place. Instant item level 90.

Based on comments, the buff only stacks on a weekly basis. What players will do is CT for i80 gear to take to BC for normal-difficulty loot and tomes. Everyone and his mother will farm T2 for 50 tomes in 10 minutes or less, plus loot. The stuff that becomes useless if CT and BC aren't loot-locked are WP, HMHM, CBHM, and PS; additionally, AK and all HM primals become solely a matter of one-and-done for relic quest.

If CT and BC are loot-locked, then none of this will come to fruition.
