Not so, devs are on record as saying it is similar to the buff granted for story content when a wipe happens. With each progressive wipe the buff gets stronger until the content is cleared. It is specifically said, the buff only applies to the first clear.

That's completely different than what yoshida said in this interview http://www.novacrystallis.com/2014/0...naoki-yoshida/

Yoshida:...After patch 2.2’s release, with each week if you go into Turns 1-5, the player will have a buff applied to them so it should be a little easier going back into those first levels.
