    You just answered you own question as to why there is an enrage timer. I'm pretty sure the Devs intended it to be 2 tanks (swapping stacks) instead of burning a boss. The 5 dps parties is an invention of the community to compensate for the lack of tanks and abundance of dps. Working as intended.
