Low FPS with a Benchmark of 11,150 ?

I am running around in newbie area, as I just got the game "and love it" I run mostly in the mid 50's but get drops to 30's here and there and running around 45 a lot also. and in the main city its an average of 40ish and I have seen it drop in the 20's. Seems low considering the Benchmark.

win 8.1 64bit Fresh install, nothing running background.
    fx8120 @4.0
    16gb corsair vengeance
    990fx mb
    evga gtx 580 stock. 1.5gb

    Benchmark was 1920 x 1080 and maximum.

    thanks for the help all.

My feeling is it has something to do with the cpu. I dont think the benchmark has to deal with placing charcters. My boyfriends pc has a worse graphics card but better cpu and performs better than mine.

I think it's pretty normal to drop in big cities where the game has to draw 100 characters etc.

I'm running on R9 290 OC and in Mor Dhona/Wineport my frame rate can go to 45 range. My benchmark is like 14,000 at desktop maximum resolution and max settings.

I think it's the CPU also. I think this game demands a bit more of the CPU and a bit less of the GPU. I seem to get similar frame rates with a 560Ti and an i7 2600k (max settings 1920x1080).

    It's not your pc mate.

Fact is the new engine is extremely bad. It was built for the ps3 / 4 and contrary to 1.0s engine which was far superior.

And don't give me the 100 players need to.be drawn nonsense. ESO renders way more characters, much more detail and never drops below 60fps even in rvr. Xiv drops to 30 fps out of nowhere, occlusion culling doesn't work, the lod is poor.. I could go on and on. I've played every day since release but I'm done with square enix's inability to program. I might be back when the dx11 support is in.

    Pc:
    AMD fx 8120 - 4.5 GHz
    Palit jetstream gtx 770 Of
    8gb ram
    Played off a SSD

Part of the problem is also the network component... sometimes your hardware is simply waiting on updates from the server before it renders what everyone else is doing. Some other games handle a lot more stuff locally by varying methods... this game is HIGHLY dependent on server responses. The benchmark was completely standalone and running on rails, so it doesn't compensate for that network component. So, it can be a mix of several things at play, some of which we have no control over.

Most likely CPU. High population areas require higher IPC from the CPU. The 8 Core AMDs still run the game good because it will use all 8 threads, but for high frames in packed areas it's all about IPC. (Intel)

I echo the previous sentiments with regards to ARR being bound by your CPU; most MMOs are. Early on in ARR's beta the game seemed to be GPU-bounded (which was quite interesting), but after all the drivers and patches from AMD/Nvidia and SE, I wouldn't be surprised if the CPU now decides how well this game runs.

Thanks for all the info all.
I was standing in a small room and the fps was sitting at 40. I clicked {disable of rendering objects when not visible} and boom back up to 60. I don't really understand what that really does since the room was small and not a deep background. but my FPS has been much more stable.
Also I limit my fps with the button for 60 and I see it jumping to 75, Why would that be?
