There's two problems talked about in this thread with the Repair action UI (which is the same UI for NPC Mender)
First, you have to actually go through each of those drop down menus,
which Camate caught on to, replying "At the moment we do not have any plans of adding the option to "repair all" areas of your inventory to mender NPCs."
Second, Repair action UI needs to function slightly differently than NPC Mender, because the gear you're self repairing most of the time is not the gear you're equipped with.
Since you need to switch to the correct class to repair, the player will have to search the for the gear set items regardless of what technique they use to find the item they need to repair.
Let's say you're repairing your PLD gear, which is mostly armorer, blacksmith, and goldsmith.
You could either
1) Go to the NPC Mender geared as PLD, and just simply say repair all for "equipped" that'll get you set to go for your PLD
2) Switch to your crafting classes
(a)Player could use the Repair Action for the list and then search each of those Repair Tabs for the correct item you want to repair
(b)Player also might not want to search that Repair list, and instead look at your Armory since it might display too many items with the list.
However what Limecat suggested is possible fix for this issue, this would be essentially a "Repair Gear Set"

Let's go back to the example. I want to repair my PLD gear.

- First the sword, I switch to blacksmith, click the repair button, and go to "Armoury Chest (main hand/off hand)" list to find the sword I want to repair.
I do not want to just repair everything in that list, which is usually 23+ items, because that would be a waste of Dark Matter as not everything is severely damaged.
I could either look for sword's name in the list of 23+ items to find the one I want to repair OR find the sword itself in the Armoury Chest.- Next I switch to armorer, and continue dropping down that list and finding the items I need to repair, which isn't too bad because I don't have too many items requiring armorer repairs.
- Next, goldsmith to repair the rings. I do the same thing, Repair Action, drop down list to find "Armoury Chest (Neck/Ears)" first and here goes a list of 19+ items where I need to find 2 items that I want to repair, a PLD necklace and a PLD earring.
I could somehow pick out the name from that list OR I could go to the Armoury Chest itself that sorts necklace to find it there.- Lastly, comes another large list, "Armoury Chest (Wrists/Ring)" with a 23+ items listed where I have to find the 3 items I want to repair.
I could look at the list or use the Armoury Chest, which ever one the player favors more.
Granted, that this all should occur under a minute, but the fact that it isn't streamlined is the problem. That's what designing a UI is all about, making it easier on the user to do what they want to do.
