With most of your crafts only at level 15, I don't think you're going to be able to find any sort of static rotation that will guarantee 100% HQ rate. You will need to actually watch what you're doing and the condition of your materials to make good use of "Good" and "Excellent" status. In my experience leveling my crafts, I've found a couple good rules to live by:
1. Make an effort not to do anything with a chance of failure, unless Steady Hand is up.
2. Try to use CP only to maintain the durability of your items, or for one, final, powerful Touch.
3. Whenever possible, use Good status to recover CP via Tricks of the Trade.
For me, a typical synth using your stated class levels would go something like this:
1. Comfort Zone
2. If status is Good, Tricks of the Trade, then Inner Quiet. Otherwise, Inner Quiet.
3. If status is Good, Tricks of the Trade, then Steady Hand. Otherwise, Steady Hand.
4. Hasty Touch until durability reaches 20 or Steady Hand wears off. During this phase, anytime a Good crops up, Tricks of the Trade instead of Hasty Touch.
5. If status is Good, Tricks of the Trade, then Manipulation. Otherwise, Manipulation.
6. Repeat steps 3-5 until CP reaches the point where you have enough for both Great Strides and Advanced Touch (80 CP) and you have enough durability to do one final touch and still enough to complete the synth, then use Great Strides.
7. If status is Normal, and CP permits, optionally use Observation to try to hold out for a Good status. Then, Advanced Touch.
8. If status is Good, Tricks of the Trade, then Rumination. Otherwise, Rumination.
9. You should now be sitting on enough CP to use Steady Hand and still have enough left over to use Standard Touch a few times if you need to. Go ahead and finish the synth.
The important thing to realize is that the above isn't a static formula. You need to learn to understand how you need to react when the random number generator throws you curve balls.
What do you do when you get an Excellent, for instance? Normally, I'll break my above pattern and toss in an Advanced Touch to get the most out of it - but sometimes doing so would be dangerous, so I'll use a lesser Touch, or just ignore it.
What do you do if you get no Good status at all? Well, you're probably not going to HQ the synth, but sometimes a lucky string of Hasty Touches can bring it home for you anyway - or, if you're daring, you can try to make use of Rapid Synthesis to conserve your Durability and maybe squeeze in a few extra Hasties.

The bottom line is that, without melded gear and a number of powerful level 50 cross-class skills, there's simply no 100% reliable method for high-level HQs. Instead, you will need to learn to read the synthesis as you perform it, and learn how to react to various situations as they arise.
