    At lower levels a static rotation isn't as viable because you're missing so many of the 100% success-rate moves. This is what I remember from my low-level crafting, you'll have to change it up again once you start hitting the level 37 moves.

    Inner Quiet - this should always be your first step because it gives you a stacking bonus to your quality for each successful increase in quality you make (so if you've got Inner Quiet up and manage three successful Basic Touch moves, that third Basic Touch will increase quality a lot more than the first). Inner Quiet's stack can also be spent on Rumination (Carpentry 15), which will remove Inner Quiet but restore CP proportional to how big the stack was. At higher levels most people tend to spend their stack on Byregot's Blessing instead but where you are Rumination can be incredibly useful if you've run out of CP but still need more to recover durability or hit 100% quality.

    Keep Steady Hands up to boost your Basic Synthesis to 100% success and your Basic Touch to 90%.

    Tricks of the Trade can recover 20CP whenever your material status is "good" and can be really useful especially if you've got nothing pressing to do that move.

    Which is the best durability-recovery move is really up to personal preference, I stuck with Master's Mend for flexibility but Manipulation and Waste Not are more CP efficient.

    Hasty Touch (culinarian 15) is a 0 cost but low success touch move that can be useful if you're not at 100% quality yet and have no CP left but still some durability.

    Careful Synthesis (weaver 15) will increase 90% of the progress that Basic Touch increases but has a 100% success rate, great if you've got one step left, not much progress to go and are out of Steady Hand. You can also use it to replace Basic Synthesis entirely, so you don't have to waste the Steady Hands buff on it, but if your craftsmanship isn't high you can end up wasting a step to make up for the progress loss.

    Don't forget food; the bonuses can really help. You can make your own but at level 15 the food from the NPC vendors at Buscarron's Druthers and Camp Drybone will still be useful.

    By the way, you're not making a mistake leveling up all the classes at once. I did it that way and IMO it's the best, because the materials all inter-relate and support each other. Mats that you need on one job are synthed or gathered on another within the same level range. I advanced the jobs one by one 5 levels at a time, using multiple turn-in repeatable leves as the main way to do it.

    At the lower levels, to HQ you need to use HQ mats.

    When gathering, use your skills wisely to maximize HQ. At L15 gatherer, you get a skill that increases HQ probability. Use that skill on the +gathering nodes to maximize its effect. Also when gathering, choose only the 3 nodes that fit your goal and rotate around those. For example, +gather and +HQ if you need the HQ mats. Rotating only 3 will maximize the amount of boost you get in a gathering session.

    Or you can buy a few of the items you need, and subsequently HQ almost every item from Level 20 on because of Steady Hand 2, Byregot's Blessing, and Hasty Touch. Fact is, after getting CRP and WVR to 50, it's just much easier to level up the other classes too.

    With most of your crafts only at level 15, I don't think you're going to be able to find any sort of static rotation that will guarantee 100% HQ rate. You will need to actually watch what you're doing and the condition of your materials to make good use of "Good" and "Excellent" status. In my experience leveling my crafts, I've found a couple good rules to live by:

    1. Make an effort not to do anything with a chance of failure, unless Steady Hand is up.
    2. Try to use CP only to maintain the durability of your items, or for one, final, powerful Touch.
    3. Whenever possible, use Good status to recover CP via Tricks of the Trade.

    For me, a typical synth using your stated class levels would go something like this:

    1. Comfort Zone
    2. If status is Good, Tricks of the Trade, then Inner Quiet. Otherwise, Inner Quiet.
    3. If status is Good, Tricks of the Trade, then Steady Hand. Otherwise, Steady Hand.
    4. Hasty Touch until durability reaches 20 or Steady Hand wears off. During this phase, anytime a Good crops up, Tricks of the Trade instead of Hasty Touch.
    5. If status is Good, Tricks of the Trade, then Manipulation. Otherwise, Manipulation.
    6. Repeat steps 3-5 until CP reaches the point where you have enough for both Great Strides and Advanced Touch (80 CP) and you have enough durability to do one final touch and still enough to complete the synth, then use Great Strides.
    7. If status is Normal, and CP permits, optionally use Observation to try to hold out for a Good status. Then, Advanced Touch.
    8. If status is Good, Tricks of the Trade, then Rumination. Otherwise, Rumination.
    9. You should now be sitting on enough CP to use Steady Hand and still have enough left over to use Standard Touch a few times if you need to. Go ahead and finish the synth.

    The important thing to realize is that the above isn't a static formula. You need to learn to understand how you need to react when the random number generator throws you curve balls.

    What do you do when you get an Excellent, for instance? Normally, I'll break my above pattern and toss in an Advanced Touch to get the most out of it - but sometimes doing so would be dangerous, so I'll use a lesser Touch, or just ignore it.

    What do you do if you get no Good status at all? Well, you're probably not going to HQ the synth, but sometimes a lucky string of Hasty Touches can bring it home for you anyway - or, if you're daring, you can try to make use of Rapid Synthesis to conserve your Durability and maybe squeeze in a few extra Hasties.

    What do you do if you get an unlucky string of failed Hasty Touches? See just above; the answer's pretty much the same.

    The bottom line is that, without melded gear and a number of powerful level 50 cross-class skills, there's simply no 100% reliable method for high-level HQs. Instead, you will need to learn to read the synthesis as you perform it, and learn how to react to various situations as they arise.

    Best luck to you

    I took the road leveling level all to 15. Then I got CUL to 50. Then I leveled all the others by 5 levels each time up to 41 (because of gear )
    And now leveling each one to 50

    Once I got all craft to at least 21 it was easy to get HQ. And now with Byregot's blessing it is very easy.

    You have to keep your gear up to date and use food it helps. (I prefer +Control food)
