Sorry. No can do -- ps3/4 limitations.
This is one of the reasons why consoles (relatively low-end to low mid-range proprietary computers w/ ~closed eco-systems) are bad for the gaming industry.

Game is already a graphical resource hog.
I'd like to see a low res option. Options like disable all weather graphics, disable sky graphics, disable all ground clutter, and turn down draw / render distance. Stuff like FFXI had.
People are trying to finally get rid of PS3 limitations and you want them to support PCs weaker than PS3s for more limitations? There's no point attempting to support very dated hardware if it's going to restrict further development of content, and before someone says "but option settings means each preset can look different", sure, but it's not going to stop the fact that they won't be able to make incredibly large areas if they so desired, or world bosses twice the size of Bismarck.
Adding the ability to turn effects down and off in no way hampers having those effects for those who wish to have them.People are trying to finally get rid of PS3 limitations and you want them to support PCs weaker than PS3s for more limitations? PS3 support doesn't hamper those effects either for PC/Ps4 players as you put it, but lowering the entry point for hardware limits the game's overall world design... that's why they're planning on dropping PS3 support eventually.
Count me in. I'd kill for some high resolution textures, but at the end of the day I think it's going to wind up on the shoulders of the modding community to get us up to high resolution textures.
We...."Had our ways" to do it in FFXI I'm no computer whiz when it comes to this stuff but if the game gets popular enough and the community is there, the texture packs will come in one form or another. Although I'd much rather them be from SE themselves as they should have all the textures sitting on a computer somewhere, unless they for some reason aren't designing the textures in high rez and then compressing them.
Yoshida told us that he didn't think we would notice, let's show him that he was wrong on this one people. Let's show him that we do care.

If you want a better visual experience, disable fxaa and play around with Sweet Fx. That way you can get sharp crisp textures and anti-aliasing.
While the textures as they currently are don't really bother me. My PC can handle higher res textures and I'd gladly take them if they offered.
I'm curious though, do they still have high res textures saved somewhere? Logically you start high res and scale down to suit performance. Couldn't they just put the high res textures in the options for us? I get that the game needs to run on the PS3, but at the same time they're limiting the PC and PS4. Why do we have to cater to the PS3's limited power? Note, I have nothing against the PS3 players but I'm pretty sure the PS3 players know theirs is the weakest platform this game is available on. I feel like those of us on the stronger platforms could at least get something as simple as a texture resolution option. If for some unknown reason they actually made low res textures for the game and have no high res ones to speak of, I don't see us getting better textures at all because that has a lot of cost involved and I'd much rather see money going into the gameplay than it's looks. The games graphics are certainly good in my eyes but everything could be better.
The PS3 also isn't even capable of DirectX11 (or any DirectX) so we're already getting one thing the PS3 can't handle. Why can't we get the textures the PS3 can't handle as well? PS3 limitations ceases to be a valid excuse with the implementation of DX11. Hell, the current version of the game for PC couldn't run on PS3 either. It's already had to be tweaked for the console has it not?
We shouldn't have to do that though.

turning off FXAA clears the muddy texture look, since it smears everthing
