I would do horrible, horrible things to get the outfits the NPCs in Ul'dah wear. x.x It's really hard to roleplay characters that live deep in the desert with the outfit choices we have...

Here are a few which we probably will be getting since we're already gotten one as a pure vanity piece and they were all shown in the same Live Letter;

Of course it is not a Boatman.
It is a fisher with his new second hand tool and in his new fisher AF2 gear ^^

I've suspect the 'spring dress' and 'marine costume' are planned event gear for a special event that hasn't happened yet (obviously around Springtime) . This is even more likely given the fact that between Easter and Moonfire Faire (Summer Event), there actually isn't any more events really, and considering how SE have been having a special event almost every month now.

So I've got a feeling we'll be seeing a Spring event around late April, early May, where those costumes will be offered.

Until now, they brought the same seasonal events like during 1.0
If SE keep it this way, then there is no seasonal event between Hatching-tide (the event with Spriggans, eggs and Archons) and the summer event.
