They've announced that way back at the launch of FFXIV 1.0. It was originally structured as 1 retainer per player, each additional retainer is $1 USD. Unless if I'm mistaken, this increased your maximum retainer for your entire account by +1. So each of your characters could have one additional retainer.
Eventually, people started to reach their item storage limit back in FFXIV 1.0, that they gave everyone a "free" second retainer, which stuck with us now all the way here into FFXIV:ARR.
The retainer system isn't all too different from 1.0, the storage size limit per retainer has changed, and instead of localized market for each city, its one global market. This means it doesn't matter where you've set up your retainer to sell your goods anymore.
The thing I hear about micro-transaction models, is that they have to be structured from the beginning to support it. It isn't easy to slap it on a game changing mechanic as a forethought after the game has been developed without planning for it.
With that being said, vanity items seems to be favored a lot in F2P games as things you could purchase. Though, it really brings nothing to change the mechanics of the game itself.
Buying additional retainers though, does a make a difference though, by increasing maximum number of items you can sell on the market boards.
Though, this has been planned ever since the development of 1.0.

Not sure how to interpret that one though. The fee could have mean the "in game gil" that we need to pay to hire the extra retainer since our first 2 retainers are free?
I like your hopfulness but highly doubt it. lol
Just a matter of time before people realize the mog station is just a hidden start of a big cash shop in disguise.
Edit: also have a vague memory of my 1.0 days when the system was first talked about, about the pricing, thats going to be the same as a character (1$/eu?) per retainer a month... dont remember where I saw that but i somehow remembr that from the old days... Of course it could be different on 2.0

hmm, it sound more that we don't pay for more retainer but we pay the retainers to work more

F: It will be a type of useful feature?
Y: It’ll will be a new play mechanic where you can dispatch. You decide on the retainers job and class, then pay a tip (tip/chip - as in form of payment, tokens) and choose the item you want to obtain. Then you dispatch the retainer. Once the retainer successfully obtains the items, they will gain experience points and gain levels, and will be able to wear different types of gears.
We saw this level 2 years in our retainer menu with no way to increase the level, until now
