FPS cap, in-game graphics, on-the-fly settings! Where are they? Why?

Once they fix the garbage coding and make the game not suck the life out of our GPU and CPUs then they can talk about FPS unlocking. The game is too piss poorly optimized for them to worry about half that stuff. On top of that the game itself is still missing basic features.
