FPS cap, in-game graphics, on-the-fly settings! Where are they? Why?

Because with uncapped fps the game had the tendency to cause rigs to to heat up so much the owner could cook dinner and play at the same time?

That's... not true at all.

And even if it was, who cares? People can manually cap their own FPS if their hardware is not up to snuff.
