It hasn't been confirmed or denied officially but it is widely believed they were mixed up yes.
i have always thought 'they' mixed up the proper names for the two. staff = whn rod = blm

Well in FFIII (where all those primal weapons were optained around the crystal tower) it was the other way around as well. besides the elder staff making a minor appearance as SCH's base for the mystic weapon quest, they never got used again until now, so there is no real lore pattern to follow.
But usually the staffs are made of wood and the rods look more metal like which again points toward a mix up.
Though we already had a few of those topics and neither did they hot fix the item names nor was there any explaination on this matter. while it is a minor issue it would be just nice to get some info about it. I wonder if there are japanese concerns about this as well.
I think the real question is, "Does it really matter?" If I may quote a very well known line...

If you're not familiar with Shakespeare, look it up. Point is, it doesn't matter what something is called, all that matters is what it is and what it's meant to do. As long as function is there, the name is meaningless. Amongst all the issues that currently exist, this is probably dead last on the list of importance. xD
All of the EX primal weapons are based on their FF3 counterparts from the Ancient's Maze and Eureka (which makes sense considering Crystal Tower was added in this same patch) and that is where the reasoning would be found, IF there even is any.

In FF3, Rods were used by Black Mages, and Staves were used by White Mage.
In FF14, it seems that, for these two weapons, they have been mixed up. Considering Black Mage's relic is Stardust Rod (which is, obviously, a rod), and the Thyrus for White Mages' is graphically a staff... It's possible that it is an oversight.
If it's not already, this would be better being in the Lore section, no? Maybe then, someone (especially the Lore residents we have here) will see it and raise a fuss until it is changed.
In this case, Final Fantasy lore trumps Shakespeare. So, yes... it does matter ^^

Well, if you're making FF references in a FF game, would it matter if you call a Poison Dagger a Buster Sword and the Buster Sword the Masamune? Or if you call Shiva Siren and Siren Shiva? It matters in the sense there's obvious FF lore being pulled into this game and it gets mixed up because the design of XIV isn't suited for some of the lore.
They already stretched it to fit the FFVI Magitek in.
