Unable to re-open quest: Galeforce Warning

Steps:
1. I started quest normally (Galeforce warning).
2. I abandon quest few weeks later. (still able to fight Garuda extreme on duty finder)
3. About month later i finished Garuda extreme.
4. At the waking sands, Urianger dosen't have any new or old quest for me.

according to this link its started by Vorsaile not Urianger.

IIRC, Urianger has already sent you to the Twin Adders as part of the previous quest and is only involved in accepting the reward from Galeforce Warning. The NPC who actually starts the quest Galeforce Warning is at the Adder's headquarters in New Gridania.
