I usually give to other dps if they do a good job because I realize dps will not get many. If they suck it goes to healer then tank unless someone stands out but usually everyone is quiet.

The only problem with commendations is that a lot of times I'd like to give them out but I've gone into a party with another person and if you don't go in alone you can't give them out. Obviously to keep you from just giving it to your own friends only but I wish they could make it so you just couldn't give it to the person you went into the dungeon with.
At first I was amazed that some people gained the gilded magitek mount (500 commendations) so soon after the feature was released, but I've recently come to realise how the system could be manipulated, the same way that people cheat the pvp system to get placed with their friends. Simply arrange to queue separately but simultaneously for an unpopular duty like a mid-level guildhest and you will likely end up with your friends to commend each other, repeatedly. Thus is cannot be trusted as a mark of a great player.
