New Servers upon PS4 release?

so will there be a server on PS4 that will just be new characters as that's what I would be looking to play on

There will be no "dedicated" PS4 servers - you'll be able to play on any of the current servers together with PS3 and PC players however they might add a few new servers which would be again open to players on all platforms. Even if you'd join some of the more "mature" servers don't worry - there is plenty of players leveling their secondary classes as well as alts there is always enought players at lower level to join.

Beta Test Phase 2
During beta test phase 2, players have the option to participate using pre-existing characters from the Windows and PlayStation®3 versions. Furthermore, testing will be conducted on public Worlds. All newly created characters can be created on a data center and World of your choosing, and will carry over to official service after the beta test has concluded.

Additional Worlds
The following new Worlds will be available at the start of beta test phase 2:

Mana (Japan Data Center)
Shinryu
Aether (NA/EU Data Center)
Jenova
Chaos (NA/EU Data Center)
