Can't start the quest Tea for Three

I can't start Tea for Three, I have to post here because of the stupid level requirement and it being buggy so I've never actually been able to create a thread in the proper section.

I have the level required, I'm done "On to Ala Mhino" and Gisilbehrt who is supposed to give the quest doesn't have a quest bubble for me. I just started playing again today and tried to start the story quests and this is what I got.

To begin, welcome to the forums. There is a certain amount of character levels you need to gain before being allowed to post in other sections. You should be able to reply to topics at lv.25, although I can't remember when you can start it. It should be lv.25 or 30 though, so soon. You can still post in the new player help or the technical forums though.

I cannot honestly say what is wrong. All I can say is to check whether you really completed "On to Ala Mhigo" by checking your quest log. Otherwise, check if you haven't already started "Tea for Three" by checking your log or inventory for key items. If neither of these options work, consider abandoning the quest and picking it up again. If it persists, it might be time to talk to the technical department.

Main Scenario quests can't be abandoned though.

The only other thing I can think of is the other side quest that is unlocked by completing 'On to Little Ala Mhigo' might need to be completed first before 'Tea for Three' 'flags' as available (this quest is called 'Bad Blood'). Other than that, it is still possible it's a bug and thus needs to be reported to the development team sadly.
