It's pretty plain and simple that if 99% of players have no issues, it's not on SE's side the problem is.
Does that mean it's on the players side? Not necessarily as there is a lot between player and SE where problems can occur.
One thing you can test, if you're so inclined, is to try the free trial of WTFast or other VPN services to see if things change. If all your problem suddenly disappears, go bug your ISP to route you through other backbone providers.
