Just because the second post pointed out the irrelevance of your "idea" doesn't mean the concept doesn't restrict player mobility.
Scenario A: I can spend points to teleport to Aetherytes from anywhere in the game.
Scenario B: I can spend points to teleport to Aetherytes ONLY from another Aetheryte. That means if I wanted to get out of the middle of nowhere, I can't do it. I have to first run (on foot because again, there is NO OTHER WAY TO MOVE) to an Aetheryte before I can teleport to another Aetheryte.
Do you understand the concept of a restriction?
