The problem is that after tanks are 50 and beyond darklight there is very little reason for us to queue for anything. I have both warrior and paladin leveled and I have absolutely no reason to get philosophy tomes. So main scenario and low level duty roulette are completely useless for me. They need to come up with far more compelling rewards if they want to convince tanks that these things are worth doing.
One of the reasons I don't tank is that I have all my tank accessories and weapons already from the primals because of the easy queues. So why would I bother to tank unless I can roll on other gear? Also for people that level tank classes as an alt job, setting an item level of 80-85 basically bars them from ever joining your party even if they can easily beat it.
