There is NOT a tank shortage. There are plenty of Tanks that will not tank outside their FC nor do they need to. Adding another tanking class will not help you wait as a DPS in a queue.
What you want are tanks willing to put up with jerks(tanks can be jerks too no doubt), abusive players(again tanks can and do fall into this category), healers that that stay in cleric stance, dps that actively tries to pull agro, other tanks that do not follow mechanics (CTs bone dragon anyone?) and pull adds to the wrong spot, etc. Your average pug is actually worse in my experience than the juvenile mindset in WoW (and I never thought I would say that).
Though GW2 isn't what I'd hoped (CoX came the closest to role/group comp Nirvana), one thing I do appreciate is that even my Mesmer feels tough as nails and I can do things with her I can't do with a Guardian. I'm good at playing a Mesmer and I am better at everything as a Mez.
But when I came to this game, I decided to forego tanking, a role I love to death, in favor of my 2nd favorite role. I'm tired of being yelled at, tired of being blamed, tired of the stress of having to know every pull and every map and every special move and every spot I can stand in, tired of DPS thinking they know my job well enough to tell me how to do it and then acting like the whole thing worked because they're 'epic.' I'm tired of being a doormat.
Anyway, in spite of my rambling about the job, I still support another tank class.

That stupid post was originally 3x as long and I had to trim it down and got frustrated, so I apologize. At any rate, I was only pointing out that I agree with the general consensus that it's the role more than the class but that I do think additional classes will still help to pull people into trying the role. Even for me, sometimes the flavor dictates how interested I am and if I can't find a tank class I like, I don't do it much. So while a new class won't solve the problem, it could very well help mitigate it inasmuch as a class can. Aside from totally overhauling mechanics, what else can the designers really do?
And in GW2, I didn't want to tank with the classes people typically used for the job. Of course, tanking there is...special...but the point is that sometimes style and approach can be an acceptable medication, even if the malady persists.
