You want to have the BiS, because that's a personal goal of yours to have. But it's not 100% necessary.

That or all he's done is run it as PLD and decided he had no reason to care about the HP of anyone who wasn't him. He doesn't have the "cleared turn 5" achievement, though, so it could go either way.
