It is entirely plausible that the Lalafell were the dominant race of Nym. We do not know for certainty if it is true, but that does not place it outside the realm of possibility.

Much like how the Elezen are the dominant race of secluded Ishgard, and the Dunesfolk of Ul'dah are rather proud of their heritage, different cultures cause different plays at racial dominance. (Note that I'm not seeking to cast any ethical judgement here.)

That being said, if Race size influences Tonberry size, then consider the Tonberry King. Larger than all the rest, it implies their king would have been a Roegadyn, and his personal guards of the Hyur or Elezen race. It leaves the Lalafell more in a position of the common man.
