I was in general discussion and I can't reply or anything... My character has be lvl 16 for 2 days now... Wth

I encountered this same thing but found out why. There are posting limitations in some forums based on level. At your level, you would likely be able to make 3 posts in different forums. But, if you make any posts in unrestricted forums (like this one) it counts towards that daily total.
