? About Characters being Transferred from PS3

I apologize if this has been asked before, I searched the forums and could not find it, but I have a question concerning the characters that will be transferred from ps3 to ps4.

I am a brand new player and have only played the ps4 beta (changed from xbox to ps when the next gen systems came out) so obviously I will be starting from scratch when the game is released. When the game is released will there be any servers that are fresh as well, where other players will not be able to transfer in a maxed out toon? Or no matter what will I be starting at the severe disadvantage of starting brand new only to have high level players transfer in from previous platforms and upset the economy??

I am hopefully that there will be servers where this will not be allowed and where everyone will start as equals with the brand new platform. Please help.

It is strictly against Square Enix's ideology to have a one system server, if you play, expect to play with people on PC/PS3/PS4 as it comes. That doesn't mean they might not make a new server in the future, but it is probably unlikely at this point in time.
