In story quests you had to attempt and fail to receive the echo buff. Will you have to attempt content to receive the new echo buff? You've said this new buff will increase over time, so if someone has never done a binding coil and starts several weeks after the echo is added, will they have no buff or a lower buff than other players or the full buff?
