I have another idea to suggest you, Yoshi-P; since if the housing prices are dropping, if any Free Company still cannot afford to buy it in full prices, why not establish a housing rent-to-own or mortgage so FC could pay in like numbers of installment of payment so they can pay it every week or every day until they paid it all so housing would become their FC's own house. If they missed a payment, I have a idea of either suspend them from accessing FC housing or foreclosure them until they made a payment.
