    You can't make two hotbars use the same set of hotkeys. What you can do is set up a macro to swap your two sets of bars back and forth, so that the solo set occupies bars 1-3, then the party set occupies bars 1-3, then vice versa again.

    Let's assume you're talking about SMN bars. And let's also assume you're not using bar 7 for anything. If you are, change all the "SMN 7"s in here to something you aren't using (such as BTN 6, if you're not using Botanist bar 6).

    /hotbar copy SMN 1 SMN 7
    /hotbar copy SMN 4 SMN 1
    /hotbar copy SMN 7 SMN 4
    /hotbar copy SMN 2 SMN 7
    /hotbar copy SMN 5 SMN 2
    /hotbar copy SMN 7 SMN 5
    /hotbar copy SMN 3 SMN 7
    /hotbar copy SMN 6 SMN 3
    /hotbar copy SMN 7 SMN 6

    It occurs to me you may not be understanding what copying a hotbar does. Copying a hotbar 3 to hotbar 6 just places the skills/macros/items that are currently in hotbar 3 into hotbar 6. It doesn't tie those hotbars together in any way, and it doesn't change keybindings. It's just a shortcut for manually dragging all the same things into the same places on another bar.

    In your example, hotbar 3 is the one in use. Making bars visible or invisible also doesn't change anything other than their visibility. Keys bound to hotbar 3 will activate items on hotbar 3.
