    That would make sense, because the key item is suppose to help you identify the seals from the useless scraps of paper, but you lose the key item upon obtaining your promissory note.

    My understanding is that the 25k GC seals was a one time thing, and once you have the beastmen hamlet seals and the GC seals, you don't need to get them again for getting the other relic weapons.
