Yes they are only doing as much damage as they can, but from what I read on the translations page, it seemed to imply that the boss was either taking more damage than was actually done, or dieing before it's hp was actually supposed to run out.
Oh... Good info.. I was thinking the problem is that it was supposed to be like ifrit. With ifrit, he does hellfire 60 seconds after the nails come up.... So in theory you could burn him so fast after nails that he never gets a chance to hellfire. With this in mind, SE designed him so he would instantly hellfire if his HP goes below 5 or 10%
I thought the Garuda burn is possible because that HP failsafe was not in place, which meant you could speed burn her to the point of not seeing her big epic move....
I didn't know there was actually a discrepancy with the amount of damage done
