You could say the same about Gladiator and Marauder although it's probably a little more obvious that they were designed to be tanks. The HP nerf on Pugilist doesn't fall in line with the other two classes is what is a little confusing.
I could deal with the HP - Materia fixes that somewhat. Can't deal with the fact that PUG doesn't put out enough DPS or hate to overcome either the DD's or the other tanks, so has no access to their most powerful attacks, so they can't do enough damage to compete.... This just sorta leaves them hanging in the middle.

Could easily be solved by giving pug (monk?) enfeebling or stat-lowering attacks to a greater degree. Like Victimize, but more so. Give me a poison fist or knockout punch and I'd be happy.
