激しく差があるようだとHQでマテリア装着武器は必須みたいになるのは嫌です・・・・。
If there is too much different, don't want it where it's requirement (between players) to have HQ weapon materia attached

Devidさんにフォローして頂いている通り、HQとNQの性能差は「それなりに」出します。
ただ、そこまで「こだわるかどうか」は、プレイヤーの皆さんひとりひとりの考え方ですので、
取捨選択で良いと思います。

Like how Devid followed up there with "some what" difference between HQ and NQ but, it's up to individual players thinking if they want to be particular about it, so I think you can choose.

他人に常にHQを強要するほどの差にならないように、バランスには注意しますね！
Will be careful on the balance between the difference, so others wont demand HQ!
