Done translation for it posted above, it's basically telling devs/rep to tell the community about everything inside a patch before the actual patch release so people can discuss...

I'm 50/50 on this one, some stuff I believe dev/rep should of said it before hand like any system changes and stuff. But for like hidden story, quests, content would like them to keep it quiet so it becomes a surprise. Releasing everything kind of ruins the fun... at least that's just me.

実装ギリギリまで検討の結果こうなったはいいんですけど、
全く告知されていなかった変更が加えられている場合が多々あります。
It's OK it turned out this way at last minute but there are things that wasn't even announced and changed.

ディスカッションする間もなく告知されていないものを突然実装されても迷惑なだけなので、
公開済みのパッチノート及び事前告知された内容のみでパッチを当ててくれませんか？
It's troublesome when something is released without any announcement or discussion, so is it possible to release patches for things that are only mentioned officially/previously announced (before patch) ?

小分けにしてるパッチの告知も１ページに纏めて、新しい告知を追加する場合も同ページにお願いできませんか？
告知された内容と実装内容見比べる時にあっちこっち探して見るの面倒です。
Is it possible to have have small patch information's in one page, and when new patch information arrives to put it in same page. It's trouble some looking for patch notes here and there.

We try to show as much major addition/changes prior, will try to make it so everyone has enough time to discuss on them. Would like to make this part better in future so if you have any feedbacks please let us know.

But even if so we cannot promise 100% prior, some will be announced on the day (of the patch) that is big/small. Please understand this.

Like you said if you have things that are "released but troublesome" if you could please give detailed feedback and will look into if it's possible to be fixed/modified
