本件については、以前回答差し上げた通り、サンクションで付与される装備ボーナスは、かなり効果の高いものとしてデザインされています。そして、効果とのバランスをとるために、効果時間3時間という制約と、戦闘不能になった場合に効果が切れるというリスクを負うというのが、サンクションのコンセプトです。
Regarding this one, as mentioned previously the gear bonus you can obtain from sanction is designed with high effect; to balance with those effects we have the 3 hour timer and a risk where the effect wears off when you die, this is the concept for sanction.

このため、複数所持や他のプレイヤーとの譲渡を許容してしまうと、高い効果をずっと維持できてしまうため、今のところRare/Ex属性を外す予定はありません。
For that reason if we make it possible to obtain several or be able to trade with others you can keep the high effect for long time so at this time we have no plans to remove the rare/ex.
