don't get me wrong though... gear DOES make things easier, in theory..

it doesn't fix stupid..
that bar set pretty low.

But there is no skill check on party finder. As I said if they had a system that tracked people getting hit by AOEs and Doing rotations well and added that to party finder I would gladly lower the ilevel and raise the skilllevel requirement. But they don't so we will control what we can.

Did coil last night with a random pug group. Leader set the iLevel for 82 for turn 1. Seemed high to me but I met the requirement so joined. After we breezed through the ADS the tank proceeded to pull all the trash into a single pile to have us aoe them. We then burned Cad without feeding any slimes. We did enrage for turn 2 using 2 healers and one shot turn 4. I know part of this was luck finding random people who are all skilled but you're more likely to get coil experienced players with a higher item level set. But we were also geared for the strat they wanted to use. Not everyone wants to teach new pugs every week and they shouldn't have to. If that item level 60 ring is holding you back from meeting the criteria to join a turn 4 group go do something about it. Farm Ultima or ex primals and upgrade your gear.

While gear doesn't fix stupid, a bad DPS with higher ilvl gear is going to deal more damage then they did at say ilvl70. That said while it may not fix the stupidity or retarded rotations some people use the bottom line is the gear makes up for some of the skill.
