I just remember them saying in 1.0 that it literally took them months to design a single gear set, and that's why there's so few of them.

One can also easilly source the making of videos where that stated making new gear sets would be much easier because of the tools they created.

I can hardly say we should take alot of things the developers tell us at face value.
