No they don't. Steam takes a slice off of the revenue from the sale. Just because it's digital doesn't mean that there are not fees associated with selling it. If Square-Enix themselves sold it to us digitally through their own service then sure. However, Steam takes a cut, as does Amazon, MSFT, Sony, or any other digital provider.
Why would steam allow SE to use their servers to distribute TBs of Data for free? It doesn't make any sense. The real money is through subs.

I think OP, you are just an angry person. Every game needs time to install and patch when it's new on your computer. It doesn't matter what sort of game it is, server's also need maintaining, why would we pay $15 a month for a poorly run server?
