I tend to have a lot of pots and food on me. But really I will at most pop a single X-or whatever-elixir or ether depending what I have in stock and even that only once I actually pop ballad and see it hitting 500mp or so with healers still losing their MP fast. I do wish they would separate stat, mp restore, hp restore, debuffs and buffs(are there any buff pots other than stats? and those I consider separate). on cooldowns.
I carry hi elixirs i got from the imperial event in 1.0, but rarely ever use them. Just recently i've started carrying mega potions of str for zerg points like T5 snakes and whatnot. I think it's always a good idea to have some on hand but as others have said, not a requirement and i'm not going to get angry at random players that don't have any.
So to answer the title question, no not really and SE designed medicine with this rate of use in mind.We spoke with the Item Lead who brought up a few points about medicines.
Currently items were designed to be used sparingly, and as a result the re-use duration is set longer. We don't want to create a scenario where players are expected to regularly have a whole host of healing items taken to each activity, nor a situation where players in a healing or enhancing role would not be necessary solely because of items.
Food is designed with a different duration in mind specifically as well, because the concept of these items are quite different.

I carry some, usually free ones from quests or the like, and use them if I need it (like a bit more MP), or if my health is around halfway and I'm more focused dodging something, or shooting heals at the tank. Even then, I've used maybe six or so... usually X-Ethers, total. (Shroud of Saints seems to keep my MP fine if I'm dipping a little low, which I try not to in the first place :B)
I carry elixirs in the event that I die and am rez'ed. It's not a lot of MP but at least it is a start.

I only carry elixers because I keep expecting the magic pots in CT to ask me for one
I use Silencing Potions as a great "get out of jail free" card when tanking T2. Other then that, I don't really make an effort to carry potions.

I am a bard, and yes, I have some healers who ask me for ballad a lot. Usually, its because they are running out of it doing rezzes, are still working on their end game gear, or a myriad of other reasons. I don't think this is what the OP was trying to address though, so let me get back on point.
I carry devilled eggs myself. I also have SOME x-pots on me but not a lot because they really don't help too much. If we have 2 bards we try to stagger the ballad responsibilities so one is singing it while the other is replenishing. I also try to keep an eye on my healers health bar and when I see them getting lower I will GO TO THEM and sing NEAR them. Its not going to help them to have me jumping all over the place and out of range =p I will usually announce BALLAD UP AT <players name>.
We all are a team in a run. The tank has a job, the healer has a job and the dps has a job. Usually each classes performance impacts the other. A DPS that pulls agro off the tank just to see if they can just wasted the healers mana pool and the tanks cooldowns. A tank who doesn't manage agro and pay attention to the adds beating up his healer or the dps is not helping either. A healer who is DPSing while the DPS are dying is wasting mana that could be used better, and now has to add rezzes to that. DPS can get away with a lot, but that doesn't mean they should. Just because a healer CAN heal/rez doesn't mean you should stand in the middle of an AE attack cause you ALMOST have <insert ability here> cast and don't want to have to interrupt. Unless ofc its the LB that will take the mob down =p
Bottom line if we have a tool that can help us help each other, why not use it? Yes, pots are situational. Yes, a pot will not make up for a "bad" player's failings. However they can give any player a small edge and a back up plan. So, unless inventory is an issue why not carry them?
I never use them in any content until T4/T5. T4 is pretty easy but if there is a F-up somewhere I pop on on my MNK to try to make up for some lost dps.
I don't have a normal spot to use them, but its kind of like...if we are behind on something I will ask out dps to use pots and it can sometimes make just enough difference to push us back to being on pace.
