SE already confirmed that the Padjal would never become a playable race because of the lore surrounding them. They're supposed to be a special in the lore and SE doesn't want to cheapen them by having thousands of them running around. I would look for the quote of it but I'm on my phone. The point is that Padjal will NEVER be a playable race.
