The problem with Shield Swipe isn't that it's on the GCD or the potency, it's the pacification effect. Pacification is super overpowered on stuff it works on and useless on stuff it doesn't work on. You could make the same comments about Silence; in fact, you could say that Pacification is to Special Attacks as Silence is to Spells. Also a surprisingly large number of Bosses can be effected by Pacification (Ouranos in Copperbell HM can have the two SA he uses on rotation interrupted by it). Any attack that you can Stun but cannot Silence should be affected by Pacification.

Procing on Block is the problem because outside of the once every 3 minutes 15s Block boost Bulwark grants you can't reliably use it to interrupt anything.
