Im not saying its a bad idea. I think it's a more psychologically-friendly version of the current surplus system.
Im just saying that because it's an idea used in WoW, among other recent MMOs, that he will lap it right up.

You know what else was in WoW many elements from ffxi and everquest . . . . so yoshi will like those too!!!
giftforce, gifthorse, and what ever you're other sock names are give it a rest please. . . . .
for the fatigue system its annoying and needs to go. However some of the bonuses we can get from things like achievements could be exp rings XD or anything to make grinding a little more bit enjoyable.
I really like this idea. I don't like the idea of punishing players that play too much, it just sounds bad. I since they are getting rid of the current surplus system (I think?) they should add something like this. To give it that Final Fantasy feeling it should be a part on the outside map with a Cottage or Inn, a few quest, and a basic shop. Of course you will become rested in a city state too.
