Its a story thing, you need the ending to turn 5 before you head out to the next coil location. But thats why they are making T1-5 adjustment to get people onto the next leg of story and not held back.
Like others have mentioned you will need to clear Turn 1 to 5 before you can do Turn 6 to 9.
They will also remove the weekly limit on T1 to 5, so most people will probably start farming 1 to 4, so most people will easily be ilevel 90. I also heard speculations that Leviathan EX will be dropping ilevel 95 weapons, but I honestly think Leviathan will be dropping ilevel 90 chokers, be great if someone can verify.
They will also implement a nerf to T1 to 5 (or buff to be exact). Every week after 2.2 goes live, players will get a buff (I believe they said it was called "Echo") which increases your group's power. You gain more stacks every week I believe, still too early to tell.

Tanking is a job, DPSing is a science and Healing is an art.
If the Tank dies, it's the Healer's fault. If the Healer dies, it's the Tank's fault. If the DPS dies, it's their own damn fault.
Well Leviathan may directly or indirectly (via a token system) be dropping weapons of some item level stronger than/or equal to the current EX primal weapons. Yoshi has been quoted saying that Levi will be the hardest primal released thus far, and given proper risk vs reward, you can assume the dropped items will be at minimum i90. Dunno if you noticed but in Waking Sands in Thanalan there is already a quest (icon still red). When you click on it you see that you need to have access to Coil 5 to start it. Maybe that's meant for the start for the new turns?
After defeating Twintania, you are led to a new quest (not going to be more specific than that... spoilers!), so yes, you only REALLY have to beat it once because it unlocks that new quest for you. There is nothing available after completing that quest for current players, so I assume the quest for 6-9 will be a continuation of that one. I would advise doing everything you can to beat Twintania before 2.2 so you can immediately jump into the fray of 6-9. My Free Company's current goal is to get everyone we can the Twintania win at least once before 2.2 hits -- even if it means some of us missing out on a chance at a weapon. I believe those weapons will, sadly, be obsolete once the iLevel cap is raised although I hope I am proven wrong.

Yep, just recently defeated Twintania, and that quest in the Waking Sands is kinda the last thing you do after defeating Turn 5. Like Ryuko said, I'm sure that's the pre-req quest you need before they release the next step to unlock 6-9.
